Ladies and Gentlemen!

I am indeed pleased to address this august gathering of Medical Professionals, Educationists and Dignitaries at the occasion of Fifth Annual Convocation of Liaquat University of Medical & Health Sciences. I am thankful to the Vice Chancellor and the faculty members of Liaquat University of Medical & Health Sciences for having invited me to this convocation.
Convocation is a memorable and happy occasion for the graduating students. I wish to join the graduating doctors in these moments by extending my congratulations to them. I am glad to see that Liaquat University of Medical & Health Sciences along with  Medical Education has given due importance to the Nursing Education and that a good number of nurses have also been conferred upon Degrees and Diplomas in this convocation. It further pleases me to see Liaquat University actively engaged in Postgraduate Education, and that it is conducting Postgraduate courses in almost all disciplines of Medical and Dental Sciences.

I take this opportunity to record my deep appreciation for the efforts being made by the Vice Chancellor and faculty members towards achieving academic excellence and promoting curricular and co-curricular activities in the university. The Vice Chancellor has very eloquently highlighted the progress and achievements made by the University in his speech. I am indeed impressed by the accomplishments made by the University and the erstwhile Liaquat Medical College. Certainly these accomplishments show the resolve and dedication of the faculty and the administration heads of this institution. The Vice Chancellor has also briefed me about the problems being faced by the University. I, as the Pro-Chancellor, assure you of my personal and the support of the Government of Sindh in overcoming these problems. As the citizen of this province it is our moral obligation to strengthen the institutions of higher learning of the province specially those, which have such a brilliant track record. It is heartening to note that Liaquat University of Medical & Health Sciences is focusing its attention on medical research, which has been a neglected area in the country. The functions of the University not only include imparting of knowledge but it does also include creation of knowledge, which could only be done through research. We have been dependent on the research of the first world countries, which could bring a qualitative improvement in combating common diseases prevalent in our country and the health delivery system. Moreover, I am particularly pleased to see that Liaquat University of Medical & Health Sciences is focusing its attention on nursing education as well, which has been ignored in the past. Another important area, which Liaquat University of Medical & Health Sciences is giving particular emphasis, is the dissemination and sharing of knowledge through a series of Continuing Medical Education Programs such as seminars, workshops and conferences round the year. It is very pleasing to learn that LUMHS has successfully hosted two national conferences of Ophthalmology and Gynaecology and Obstetrics, and two international mega events the Annual Symposium and Orthocon 2006 during last few months. Unfortunately, the successive governments in Pakistan, during last few decades did not focus their attention on strengthening of institutions; instead they spent all energies and resources on rhetoric and self-promotion. As a result, the country today faces the problem if institutional decay. I am glad that former Liaquat Medical College, despite the prevailing adverse conditions, has concentrated on building up of its institutional capacity and has steadily marched forward on the road towards attaining excellence both in medical education and healthcare. The government of Sindh has taken a courageous step in upgrading former Liaquat Medical College and Dow Medical College, now it is the responsibility of the faculties of these two Universities to meet the challenges that have been brought in the wake of this decision. I am confident that the faculty, graduates, and students of this great institution and those of Dow University will work hard to prove that their alma mater deserved this up-gradation. Convocation of a medical institution is an academic activity for which many years of youth are spent in hard work and in pursuit of knowledge and skills. Convocation also serves as a milestone, when the students of yesterday are inducted into the realms of the noble medical profession. The medical profession on one hand brings great respect while on the other poses immense responsibilities upon its members. Therefore, all persons entering in this profession should have the aim of translating the acquired knowledge and skills for the benefit of the society in which they live.
